The ninth circuit court of appeals decided on Tuesday that it would reexamine the case concerning the president’s authority with an larger panel of 11 judges. The court also overturned a earlier decision from a three-judge panel that had sided with the federal government.

This legal directive represents the latest turn in a protracted legal battle over whether the former president has the authority and justification to send national guard forces in the city.
